A History of Providing Religious & Educational Services


 

Mission

The Islamic Education Center (IEC) Incorporation in Potomac, Maryland established in 1998 as non-profit institution. It uses the property owned by Alvai Foundation of New York through a Master Agreement.  The property also known as IEC was established in 1981 with missions similar to IEC Inc. mission but was run directly by Alavi Foundation. The mission of the center is to promote Islam through culture and belief. To facilitate this goal, the center holds Islamic classes as well as educational and cultural meetings and weekend schools. A full time accredited (since 1988) school called the Muslim Community School (MCS) which serves grades “K” to high school also operates on the IEC property. The center holds further Islamic activities to promote unity and to serve the needs of community members and the community at large. All activities are run through the support of a community members and volunteers who support the activities through financial support /donations. The center seeks the participation of all concerned Muslims to provide for the needs of the community whether it be of a scientific, financial, spiritual or cultural nature. The Islamic Education Center promotes unity and invites all to serve Islam by taking an active role in the development of the Islamic society in which they reside.

Board of Trustees (BOT)

Appointments: According to Original Articles of Incorporation (Article IV-n)

  • BOT is a self appointing Body and addition or replacement is conducted according to its By-laws.

Responsibilities according to the current By-Laws (Article III-1 through 4)

  • Shall be the keeper of IEC's long term endowments (Waqf Assets)

  • Shall approve and oversee plans and operation of the Executive Committee (EC)

  • Shall support and cooperate with IEC's Resident Alim

  • Shall execute all legal transactions

  • Shall appoint an election Committee to nominate candidates and conduct the general election for EC.

Qualifications:

  • Be known for higher integrity and knowledge in Islam.

  • Be at least 33 years of age and a member of IEC in good standing

  • Be trustworthy (known to be committed to doing Wajebat & avoiding Monkarat)

  • Agrees to take the Oath of Office

  • Reside to Washington metropolitan area

  • Composition: Seven members consisting of  The resident Alim, The chair of EC and five other members.

Tenure:

  • The five members of the BOT are elected by the BOT members for five years and may be re-elected for a second term.

  • The BOT shall stager the membership of the Board so that each year the term of one of the five Trustees expires. This election can be assigned or made by lottery.

Currently, the Board consists of 5 voting members and  observer (non-voting), 4 advisors members . Board members in alphabetical order are:

Regular Board meetings are scheduled monthly at the first Sunday of each month. Based on the agenda for the meeting, additional active community members or representative of active groups are also invited for consultation.

Executive Committee

Responsibilities:

  • Develops all the non-religious operations and policies of IEC.

  • After approval by the BOT, implements and oversees operations and policies of IEC.

  • Oversees the operations of all project committees.

  • Cooperates and supports all religious plans and operations.

  • Handles all expenses of lEC

  • Prepare and present the expenditure and the budget of IEC to the Board of Trustees and General Body for their approval

  • Forms project committee from IEC members to implement approval plans and policies of the Board of Trustees.

Qualifications:

  • Same as those described for the members of the BOT with the exception of minimum age requirement that is 20 years old for EC members

Tenure:

  • Each member of the EC is elected by members for three years and can be re-elected for two terms.

Composition and Division of Responsibilities within the EC:

  • Chairman, Vice Chairman, Secretary, Treasure, and five other members.

  • Chairman, Vice Chair, Secretary, And Treasurer have special responsibilities.

  • The project Committees: Other five members will hold Education, Property, PR, Woman, Youth program, Fund raising, and Membership.

Background and History

IEC Inc. was first registered as a non-profit charitable organization at the State of Maryland around 1998. The first draft of the Bylaws was consequently drafted by the Bylaw Committee and the first elections were held during the same year.  The first Executive Committee was elected by the vote of the members.
